What is the Traumatic Injury Protection Insurance (TSGLI) Benefit?
The Traumatic SGLI (TSGLI) benefit is designed to provide financial assistance to servicemembers during their recovery period from a serious traumatic injury. The program is not disability compensation and has no effect on entitlement for compensation and pension benefits provided by the Department of Veterans Affairs or disability benefits provided by the Department of Defense. It is an insurance product similar to commercial dismemberment policies. On December 1, 2005, all members eligible for SGLI automatically became insured for traumatic injury protection of up to $100,000 unless they decline SGLI coverage. The benefit provides payouts of a tax free lump sum payment ranging from $25,000 to $100,000, depending on the extent of a servicemember’s injury, for servicemembers who have lost limbs, eyesight, or speech or received other traumatic injuries as a direct result of injuries received during operations Iraqi Freedom or Enduring Freedom.

Coverage is retroactive to October 7, 2001. The retroactive provision of PL 109-13 provides that any servicemember who suffers a qualifying loss between October 7, 2001, and Deceive a payment under the TSGLI program if the loss was a direct result of injuries incurred in Operation Enduring Freedom or Operation Iraqi Freedom. The benefit does not apply to servicemembers suffering from disease. For more information about the program, servicemembers should contact their Service TSGLI Representative. The Air Force POC for TSGLI is the Casualty Assistance Representative (CAR). For the other Services, contact the Service Injured Support Program (Army AW2, Marine M4L, and Navy Safe Harbor). How do we apply for Disability Compensation?

Is my Marine eligible to receive Social Security Disability Benefits now that he or she is injured?

Social Security disability is paid through two programs:

  • Social Security Disability Insurance program: only those who have worked long enough and have paid Social Security taxes are eligible for this.

  • Supplemental Security Income program: this pays benefits based on financial need.

To be considered disabled by Social Security you must be unable to do substantial work because of your medical condition(s), and your medical condition(s) must have lasted, or be expected to last, at least one year or be expected to result in death

NOTE: Social Security does NOT give money to those with a partial disability or short-term disability

Can my Marine receive military pay while receiving disability benefits?

The amount of work activity is what determines whether or not your Marine is eligible for disability benefits, not the amount of pay you receive or your military duty status. As long as your Marine is not engaging in substantial work activity for pay for profit, known as substantial gainful activity, they should be eligible for benefits, and are encouraged to apply even if they have active duty status.

Can Marine family members receive Social Security benefits?

  • Family members may qualify for benefits depending on the Marine’s work. Potential qualifying family members are:

    • The Marine’s spouse, at any age, if he or she is caring for the Marine’s child who is younger than 16 or disabled

    • The Marine’s unmarried child, including an adopted child. Sometimes a stepchild or grandchild may be included. The child must be younger than 18, or younger than 19, if in elementary or secondary school full time. Unmarried, disabled children 18 years or older also qualify as long as the disability started before age 22.

How does my Marine apply for Social Security benefits?

Your Marine can apply for Social Security benefits online, in person, or over the phone. For whichever method your Marine chooses, he or she needs to provide information and documentation about their age, employment, citizenship, Social Security coverage and information regarding all impairments and related treatments. Presenting your own accurately catalogued records would be excellent at this time. NOTE: Wounded Military personnel have access to expedited claim decisions. To make sure your Marine’s claim is quickly reviewed let the Social Security office know that your Marine’s disability occurred while on active military duty, have all information regarding the doctors your Marine has seen readily available, know the address of the military site where your Marine’s records are kept, notify Social Security of all address changes while they are working on the claim, and keep them updated on any changes in doctors, hospitals, or outpatient clinics your Marine has received. If you are personally caring for your Marine while he or she is unable to, this is information they need to know. You should also have the time you have spent caring for your Marine catalogued. This is why record keeping is imperative from the time the Notification call is made.

Now that my Marine has been wounded is he or she eligible for Medicare?

Medicare is health insurance for people with certain disabilities. If your Marine qualifies for Social Security Disability benefits, they will qualify for Medicare as well.

How will Medicare affect my Marine’s current TRICARE healthcare?

Once your Marine becomes eligible for Medicare, they will become eligible for TRICARE for Life, instead of TRICARE Standard, Extra, and Prime. If your Marine has TRICARE Prime, they will be automatically unenrolled. However, to maintain priority status at Military Treatment Facilities, he or she may re-enroll.

Most TRICARE members are automatically enrolled in Medicare Part A and B after the 24th month of receiving Social Security Disability benefits. Part A immediately becomes retroactive to the 1st month Social Security Disability benefits were issued, however, Part B becomes effective with the month the claim is processed. The beneficiaries do have the option to retroactively enroll in Part B back to the Part A effective date. In order to remain eligible for TRICARE, individuals who are entitled to Medicare Part A based on Social Security Disability MUST enroll in Part B.

Should my Marine retroactively enroll in Medicare Part B?

For some beneficiaries, retroactively enrolling in Medicare Part B could prove cost effective. To determine if your Marine should retroactively enroll, add up all the billed charges for the retroactive period and the total cost of Part B premiums back to the Part A start date. If Part B premiums are less than the billed charges, then it would be wise to retroactively enroll as it would save him or her/ his or her family money.

What is the Traumatic Servicemembers' Group Life Insurance (TSGLI) benefit?

TSGLI is designed to provide financial assistance to servicemembers and their families through a finite injury recovery period. Only traumatic physical injuries are covered by T-SGLI. Combat stress, Post Traumatic Stress Disorder, mental health, and reactions to immunizations are not covered. The benefit provides a tax free lump sum payment ranging from $25,000 to $100,000, depending on the extent of a servicemember’s injury.

  • There are two TSGLI coverage groups:

    • Retroactive TSGLI: If your Marine incurred a traumatic injury during 7 October 2001 and 30 November 2005 in either Operation Enduring Freedom or Operation Iraqi Freedom, they qualify under Retroactive TSGLI. Marines deployed outside of United States on orders in support of OEF or OIF, or while those who served in a geographic location that qualified the service member for the Combat Zone Tax Exclusion under the Internal Revenue Service Code are included.

    • Current TSGLI: If the Marine’s loss due to a traumatic event occurred after December 1st, 2005, the loss can occur anywhere, regardless of OEF/ OIF status, as long as the servicemember was covered by SGLI at the time of the traumatic event.

How do I know if my Marine is covered by TSGLI?

On December 1, 2005, all members eligible for SGLI automatically became insured for traumatic injury protection of up to $100,000 unless they decline SGLI coverage.

How does my Marine file a TSGLI claim?

Your CACO, as well as your Marine’s TSGLI office, will be able to provide you or your Marine with claim filing guidance, appropriate claim forms, and claims processing information. How do I convert my SGLI to VGLI?

  • Prior to your Marine being transferred to a VA or other civilian medical facility, the Unit Commander will make sure your Marine is given a VA pamphlet, information about VGLI, and are informed about their rights to convert to VGLI.

  • Once your Marine has been transferred to a VA or other civilian medical facility, the Unit Commander will make sure the Marine or, if the Marine is incapacitated, the NOK or court-appointed guardian, is counseled on the following:

    • the automatic extension of coverage

    • the option to convert SGLI to VGLI following the separation for Marines with full-time coverage

    • the option to convert part-time SGLI to VGLI within 120 days following separation if the VA determines the Marine suffered a service connected disability

    • the VA acceptance of the Report of Separation (DD Form 214) as verification of coverage. The local VA office should be contacted for additional information on converting SGLI to VGLI and the Disabled Veterans NSLI.

    • when other than the Marine is counseled, the unit commander will make sure the individual is given the Marine’s separation date and unit identification.

  • The Unit Commander also makes sure that Reserve and Regular Marines eligible for retirement are counseled on their right to apply for continued SGLI coverage or convert to a commercial insurance policy within 120 days of separation.

Veterans’ Group Life Insurance (VGLI): VGLI is an insurance option available to servicemen and women upon their release from the Corps. Members with full-time SGLI coverage are eligible for VGLI once they retire from the service. Coverage is issued in multiples of $10,000 up to a maximum of $400,000 with the coverage amount not exceeding the amount of SGLI coverage they had in the force at the time of separation from the service

Applying for VGLI: Marines must apply for VGLI within one year and 120 days from discharge. Members who submit their application within the first 120 days do NOT need to submit evidence of good health. Those who submit their application after the first 120 DO need to submit evidence of good health. There are two ways for Marines to apply:

  • Online: This is the quickest process of the two as OSGLI will immediately evaluate your application and let your know if your coverage is approved. The online application will walk you through each step of the process, making applying quick and easy.

  • By Mail: Download the form needed to apply by mail, SGLV 8714, and then send the completed form, along with the required premium and a copy of your Marine’s DD214, to the Office of Servicemembers’ Group Life Insurance.

What is the SGLI Accelerated Benefits Option (ABO)?

This option permits terminally ill Marines or spouses who are insured under SGLI or the FSGLI program access to his or her death benefits prior to death.

  • SGLI beneficiaries may receive up to 50 percent of the face value of their insurance policy

  • To receive benefits, beneficiary must present a valid written prognosis from a doctor stating that he or she has 9 months or less to live.

  • Only an insured Marine may apply and receive the benefit of ABO on behalf of him or herself or on behalf of their spouse. A spouse may not apply for ABO by him or herself.
